Is it legal for cops to do this?

Well, I was in a bar that I usually go to. I tried to pick up a beer that I ordered. I grabbed a fork by accident, and suddenly a cop runs up to me and yells "Stop! You violated the law. Pay the court a fine or serve out your sentence. Your stolen goods are now forfeit." I asked if I could finish my beer first and he yelled at me "Then pay with your blood!" and shot me with rubber bullets. Is this normal?
