Is my filter preventing my male Betta from making bubble nests?

I don't know if it's the filter, I have the female in a see through vase in the tank and he won't make a bubble nest under the plastic cup. Or maybe he's just settling in and getting used to his surrounding? Because when I bought him and put him in the little divider tank with the female on the other side and he didn't make a bubble nest until this morining when I woke up. So should I just wait for him to build the nest and get used to the tank (10gal) or do I turn off the filter, if so how long because I don't want the tank to get funky and they die out on me :(
